The US government is forbidden to violate the listed rights, and there are no exceptions carved out for any potential victim. It's a prohibition on government action only. Otherwise the listed rights would only be privileges of citizenship, which they are not.<br /><br />And the Second Amendment, by making the advocacy or enforcement of any anti-gun "law" a serious crime, recognizes the human right to own ("keep") and to <i>carry</i> ("bear") weapons.
